About this file
This is Addendum #1 to an Invitation for Bid (IFB) issued by the California Department of Water Resources (DWR) providing answers to technical questions submitted by prospective bidders for Solicitation #10216025. The addendum addresses three key inquiries: confirmation of a typographical error in the IFB where Section 4 is missing on pages 5 and 6, clarification that this omission does not alter the solicitation's intent or requirements, and detailed specifications for "Luxury Trailer" units that consist of three private stalls with amenities including air conditioning, heating, LED lighting, hot water supply, vanity mirrors and sinks, sanitary seat dispensers, and stainless steel fixtures. The addendum confirms that the cost sheet includes eleven portable units owned by DWR that require servicing, as referenced in Exhibit A, Scope of Work, page 28. Technical questions were due by January 29, 2026, at 3:00 p.m., with sealed bids due February 9, 2026, at 3:00 p.m. and public bid opening scheduled for February 10, 2026, at 10:00 a.m.
The solicitation covers a three-year contract beginning July 1, 2026, for portable toilet rental and septic pump-out services to support DWR operations across multiple locations in Stanislaus, Merced, Fresno, and Kings Counties. Services include weekly or bi-weekly maintenance of DWR-owned portable units and on-demand rental of additional standard, luxury, ADA-accessible, and trailer-mounted units, along with portable hand wash stations and septic tank pump-out services. Operations must occur Monday through Friday from 7:00 a.m. to 5:00 p.m., excluding state holidays, with a twenty-four-hour response requirement for missed services. The contractor must carry comprehensive general liability insurance ($1,000,000 per occurrence/$2,000,000 aggregate), workers' compensation, automobile liability ($1,000,000 combined single limit), and pollution/environmental liability insurance ($1,000,000 per incident/$2,000,000 aggregate). Evaluation is based on the lowest responsible bid, with preference programs including Small Business certification (5% calculation preference), Non-Small Business with 25% small business subcontracting (5% calculation preference), and mandatory Disabled Veteran Business Enterprise participation with a minimum 3% commitment, with automatic bid rejection for failure to meet this requirement.
