About this opportunity

The Georgia World Congress Center Authority (GWCCA) is soliciting proposals for portable restrooms and sinks services to support the FIFA Fan Festival at Centennial Olympic Park in Atlanta, Georgia. This Request for Proposals (RFP) seeks experienced vendors to provide comprehensive sanitation solutions including 169 front-of-house event restrooms with 56 sinks, 31 VIP restrooms with 16 VIP sinks, 8 load-in restrooms with 4 sinks, 8 back-of-house restrooms with 4 sinks, 14 ADA-compliant restrooms, and three specialized restroom trailers (4-stall small VIP, 6-stall medium production, and 10-stall large VIP units) with supporting holding tanks and fresh water infrastructure. The service period extends from May 26, 2026 (load-in) through July 22, 2026 (load-out), with 21 operational event days occurring from June 11 through July 15, 2026. Proposals must be submitted in sealed envelopes containing one original and five copies plus one flash drive to the Purchasing Department by March 6, 2026, at 10:00 AM. Written questions must be submitted by February 20, 2026, at 10:00 AM, with answers posted February 27, 2026. The Authority may require selected contractors to conduct site surveys between March and April 2026 at the contractor's expense. Evaluation will be weighted 70 percent on technical merit (including vendor event experience, equipment quality, sanitation and servicing plans, logistics capabilities, reliability and emergency response, and project communications structure) and 30 percent on cost. Qualified proposers must demonstrate a minimum of five consecutive years of similar event experience, provide three references, submit current financial statements or Dun & Bradstreet reports, and provide notarized certification forms and detailed operational plans.

Proposers must comply with all applicable workers' compensation laws and maintain public liability insurance with minimum limits of $1,000,000 per person and $3,000,000 per accident for bodily injury, plus $1,000,000 per accident and $3,000,000 aggregate for property damage. All subcontractors must comply with E-Verify work authorization requirements and non-discrimination policies. Georgia-resident proposers receive reciprocal preference consideration in the evaluation process. The RFP emphasizes LEED compliance and solid waste management minimization throughout the project duration. The Authority intends to make a single award but reserves the right to split awards if deemed necessary, and retains the right to reject any or all submittals, waive technicalities, or cancel the procurement at any time. A strict communication restriction is in effect from advertisement through final award, prohibiting interested firms from communicating with Authority staff, GWCC officials, or their consultants except for submission of written questions; violation of this restriction may result in rejection of the offending respondent's submittal. While no specific budget range is disclosed in the procurement documents, the detailed equipment matrix and extended service period suggest a substantial contract value appropriate for experienced national or regional portable sanitation vendors.
