About this opportunity

Texas Department of Transportation (TxDOT) is requesting bids for portable office building lease, delivery, and setup services at the Port Lavaca Maintenance Office (Highway District 13) under IFB 601320000071038, with responses due July 23, 2026 at 3:00 p.m. Central Time. Questions are due July 14, 2026, with TxDOT responses posted by July 16, 2026.

The scope encompasses leasing, delivering, and installing a portable office building to the Port Lavaca facility at 2275 TX-35, Port Lavaca, Texas 77979. The contractor must maintain the unit in full working condition, comply with applicable safety and building codes, respond to service requests within defined timeframes, and perform regular preventive maintenance. The pricing schedule requires submission of monthly lease fees for an initial 12-month term plus two optional 12-month renewal years, with separate pricing for mobilization (delivery and installation) and removal and return. Respondents must also provide buyout option pricing for years one, two, and three. All pricing must be firm, fixed-price, all-inclusive, F.O.B. destination with no price increases permitted during the contract term; shipping, handling, delivery, and fuel surcharges must be included. Unit prices are required for each line item; failure to provide a unit price or submission of $0.00 on any item renders the response non-responsive.

The initial contract term commences upon execution and expires July 31, 2027, with options to renew for two additional one-year periods at TxDOT's sole discretion. TxDOT will provide written intent to renew a minimum of 30 calendar days prior to term expiration. Award will be made to the lowest-price respondent capable of meeting solicitation requirements. Respondents must register on the Texas Comptroller of Public Accounts Centralized Master Bidders List and submit bids through the Euna Procurement system. Required submissions include pricing schedule (Excel format), execution of bid, Texas Family Code Schedule, vendor qualifications and references, and vendor personnel qualifications and experience. The tentative contract award date is August 1, 2026.
