About this opportunity
The State of Maine Department of Administrative and Financial Services, Bureau of General Services, Division of Purchases, acting on behalf of the Department of Agriculture, Conservation, and Forestry, is requesting quotations for four portable bridges with quotations due July 20, 2016 at 2:00 p.m. Eastern Standard Time.
The scope comprises four portable bridges with a minimum clear travel width of 12.5 feet and HS25-44 vehicular load capacity. The bridges span lengths of 50 feet, 45 feet, 45 feet, and 35 feet, with delivery locations and timing as follows: one 50-foot bridge to T1 R11 WELS (as soon as possible), one 45-foot bridge to T3 R9 WELS near Sherman, Maine (July), one 45-foot bridge to T4 R9 NWP Seboeis Lake (August), and one 35-foot bridge to Franklin, Maine (mid-October). All bridges must include pre-installed guardrail systems. Quotations must include delivery and unloading; pricing must exclude Federal, State, and local taxes.
Evaluation uses a Best Value methodology with economic impact as a mandatory factor. The bidder with the largest economic impact value receives a 10 percent reduction to their total bid; other bidders receive proportional reductions based on their economic impact relative to the highest-rated bidder. Economic impact is defined to include salaries paid to Maine residents, payments to Maine-based subcontractors, and State and local tax payments within the past 12-month period. The State will not solicit Best and Final Offers.
Bidders must submit a Bid Cover Page and Debarment Form (Appendix A), an Economic Impact Form (Appendix E), a narrative describing the proposed bridge system including assembly and installation processes, and assembly drawings. Quotations must be submitted electronically through the State of Maine's AdvantageME Vendor Self Service (VSS) system and include all costs necessary for full compliance with contract terms and RFQ requirements. Payment terms are net 30 upon receipt of an accurate and acceptable invoice, with FOB Destination delivery terms. The contract will be executed as a State of Maine Buyer Purchase Order with standard terms and conditions.
