About this opportunity

The Port of Hood River, an Oregon municipal corporation, is soliciting proposals from qualified consulting firms to develop an updated 2026-2032 Strategic Business Plan through this Request for Proposals (RFP). The procurement seeks firms with demonstrated expertise in planning and economic consulting services specific to ports, marinas, airports, and long-term economic strategic planning. The scope of work encompasses eight primary tasks: project management coordination, background research and evaluation of the existing 2021-2026 plan implementation, multi-phase stakeholder engagement, needs assessment combining market analysis with facilities assessment, strategic planning including policy review and SWOT analysis, development of 5- and 10-year capital improvement plans, and optional supplemental tasks addressing legacy bridge strategy and waterfront recreation enhancement. Deliverables must be presented in a proposal not exceeding 12 pages, including a Letter of Submittal, project readiness statement, organizational experience documentation, personnel and project resumes, references, detailed project outline with timeline, and a comprehensive cost schedule. Proposals will be evaluated on a maximum of 100 points across five criteria: Project Understanding and Approach (20 points), Experience and Availability of Project Manager (15 points), Team Qualifications (40 points), Performance and References (10 points), and Price (15 points), with cost accounting for no more than 15 percent of the total score. Proposals must be submitted via email to Kevin Greenwood, Executive Director, at kgreenwood@portofhoodriver.com by 5:00 p.m. Pacific Time on Friday, February 20, 2026, with interviews scheduled for February 27 through March 6, 2026, Notice of Intent to Award on March 18, 2026, and project completion by October 20, 2026.

The RFP does not specify particular set-aside designations or restrictions limiting the types of organizations eligible to respond, nor does it reference designated disadvantaged enterprise programs. No incumbent vendor or current contractor is identified in the procurement documentation. The selected consultant must maintain specified insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Professional Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000), and Workers' Compensation insurance, with requirements to be finalized during contract negotiation. No specific funding amount or budget range is provided in the RFP; total compensation will be determined through the evaluation and award process and is subject to negotiation following selection of the apparent successful proposer. The Port will not reimburse any costs incurred by proposers in preparing and submitting their proposals.
