About this file
This is Amendment No. 1 to a Request for Proposals (RFP) issued by the Port of Hood River, an Oregon municipal corporation, providing clarifications regarding proposal formatting and content requirements for a Strategic Business Plan Update (2026-2032). The amendment addresses five key questions regarding the 12-page proposal limit, specifically clarifying that all required proposal content identified in Section II—including the Letter of Submittal/Cover Letter, Organization and Experience, Personnel and Resumes (maximum one half-page per individual), References, Project Outline and Timeline, and Cost Schedule summary—must be contained within the 12-page limit. The amendment establishes that explanatory appendices, which may be excluded from the page limit, are intended for supporting details that expand upon but do not replace required narrative content, such as detailed cost breakdowns by task and subtask, rate schedules by name or title, suggested RFP changes, and optional alternative approaches to the scope of work. The Port confirms that the Letter of Submittal and its required separate certification sheet are considered part of the proposal and count toward the 12-page limit, and that the Port will apply page-limit interpretations consistently during evaluation, deeming proposals exceeding the 12-page limit for required content as non-responsive.
The amendment does not address pricing terms, set-asides, incumbents, or funding requirements. The underlying RFP specifies a proposal submission deadline of 5:00 p.m. Pacific Time on Friday, February 20, 2026, with interviews scheduled for February 27 through March 6, 2026, a Notice of Intent to Award on March 18, 2026, and project completion by October 20, 2026. The RFP indicates that total compensation will be determined through the evaluation and award process and is subject to negotiation, with no specific budget amount provided, and that the Port will not reimburse proposal preparation costs. No set-aside designations, disadvantaged enterprise program restrictions, or incumbent vendors are identified in the procurement documentation.

Amendment No. 1, February 4, 2026
Amendment #1
RFP Q&A – Strategic Business Plan Update (2026–2032)
Submitted Questions as of February 4, 2026
Q1. The RFP states that proposals must not exceed 12 pages, excepting explanatory appendices. Which parts of the proposal are required to be included within the 12-page limit?
A1. All required proposal content identified in Section II (Proposal Content) is intended to be included within the 12-page proposal limit. This includes, but is not limited to:
• Section II(A): Letter of Submittal/Cover Letter
• Section II(B)(1): Organization and Experience
• Section II(B)(2): Personnel and Resumes (subject to the stated limit of no more than one half-page per individual)
• Section II(B)(3): References
• Section II(C): Project Outline and Timeline (narrative description)
• Section II(D): Cost Schedule summary and narrative explanation
Q2. Are resumes considered part of the 12-page limit?
A2. Yes. Resumes for key personnel are required proposal content under Section II(B)(2) and do count toward the 12-page limit. Each resume must not exceed one half-page per individual in 10-point font, as specified in the RFP.
Q3. What materials may be included as “explanatory appendices” and excluded from the 12-page limit?
A3. Explanatory appendices are intended for supporting detail or optional information that expands upon—but does not replace—required proposal narrative content. Based on Section II(D) and the structure of the RFP, materials that may be included as explanatory appendices include:
• The detailed breakdown of costs by task and sub-task, including hours, rates, and subtotals
• The separate page of rates by name and/or title required under Section II(D)
• Suggested changes or comments on the RFP, including concerns related to the sample contract
Amendment No. 1, February 4, 2026
• Optional materials such as alternative approaches to the scope of work, or recommended refinements to project sequencing
All required proposal elements identified in Section II must be included within the 12-page proposal limit.
Q4. What is the difference between a Cover Page and the Letter of Submittal?
A4. For purposes of this RFP, the Cover Page and the Letter of Submittal are considered the same document. The Letter of Submittal serves as the proposer’s signed cover letter and must include the information required under Section II(A).
As required by Section V (Instructions to Proposers), proposers must also include the listed certifications on a separate sheet attached to the Letter of Submittal/Cover Page.
The Letter of Submittal/Cover Page and the separate certification sheet are considered part of the proposal and do count toward the 12-page limit.
Q5. How will the page-limit interpretation be applied during evaluation?
A5. The Port will apply this interpretation consistently across all proposals to ensure fairness and compliance with the RFP requirements. Proposals that exceed the 12-page limit for required content may be deemed non-responsive.
