About this opportunity
Maryland Transit Administration (MTA) Police is requesting proposals for 268 Motorola APX N70 7/800 Model 4.5 portable radios and accessories under PORFP J05P6600009, with proposals due January 20, 2026 at 12:00 p.m. ET and a public bid opening scheduled for 2:00 p.m. ET the same day. Only Master Contractors previously awarded contracts under the Radio Communications 2018 Master Contract (#060B7400088) are eligible to submit bids — this is a restricted secondary competition limited to pre-qualified vendors.
The scope includes 268 base APX N70 radios with mandatory core, security, and audio bundles; hardware keys; antennas; chargers; batteries; carry cases; speaker microphones with orange emergency buttons; surveillance kits; radio management licensing; and helmet communication system interface cables in quantities ranging from 3 to 268 units depending on item type. A five-year warranty on the APX N70 DMS Essential platform is required. Place of performance is Baltimore, Maryland, with equipment delivery required by March 2, 2026.
Bidders must be authorized Motorola resellers and must submit a Mercury Affidavit, manufacturer's suggested retail price screenshot, estimated ship dates, and cost breakdowns. A Letter of Authorization may be submitted with the proposal. Pricing must remain valid for at least 90 days following the proposal due date. Proposals must be submitted via email to Adam M. Hidey (ahidey@mdot.maryland.gov) with password-protected files and passwords sent separately after the bid deadline. Evaluation is based on matching part numbers and descriptions with cost as the basis for award recommendation. The MTA reserves the right to purchase more or less than the specified quantity based on available funding. Invoices should reference the purchase order number and be directed to MTAaccountspayable@mdot.maryland.gov.
