About this opportunity
The Maryland State Department of Education's Maryland Center for School Safety (MCSS) has issued a Purchase Order Request for Proposals (PORFP) to procure 20 Smartsheet Business Plan Plus Premium Support Package licenses for a two-year contract term. This is a Commercial Off-the-Shelf (COTS) software procurement limited exclusively to Master Contractors currently awarded under the COTS 2012 Master Contract (060B2490021). The solicitation seeks pricing on a per-license basis, with vendors required to provide manufacturer suggested retail prices (MSRP) screenshots and all relevant software licensing agreements, end-user license agreements (EULA), enterprise license agreements, and acceptable use policies. Interested parties must be authorized Smartsheet resellers. The place of performance is 200 West Baltimore Street, Baltimore, Maryland 21201, with the primary point of contact being Jesika McNeil at MCSS (7125 Ambassador Road, Windsor Mill, Maryland 21244). Proposals must be submitted through the State's eMaryland Marketplace Advantage (eMMA) e-Procurement system by April 13, 2026 at 9:00 AM, with a scheduled Question and Answers session running from April 6 through April 7, 2026 at 2:00 PM. Pricing must remain valid for at least 90 days following the proposal due date. This is a fixed-price solicitation with no installation, training services, or manufacturer warranty/maintenance services included, and invoices should be sent to admin.mcss@maryland.gov with billing structured on a per-year basis.
This solicitation is designated exclusively for COTS 2012 Master Contractors with a Small Business Reserve (SBR) designation only, meaning no small business reserve applies and only state-approved COTS Master Contractors are eligible to respond. All prospective bidders must acknowledge receipt of both Addendum No. 1 (SBR Designation) and Addendum No. 2 (Question and Answers Session notification) in their proposals. The State reserves the right to purchase more or fewer licenses than the specified quantity of 20 based on funding availability. Vendors who are not currently state-approved COTS Master Contractors may reference the Maryland Department of Information Technology contracts page for application procedures to become eligible contractors. While no specific budget range or award value is publicly listed, the procurement is structured as a renewal of existing Smartsheet licenses within the state education system. The selected Master Contractor will be determined as the responsive and responsible bidder providing the most advantageous offer considering price and identified evaluation factors. The contract will require the first invoice within 30 days of contract start, with subsequent anniversary invoices due annually thereafter for the two-year term.
