This is a federal-aid highway construction contract subject to Davis-Bacon prevailing-wage requirements, DBE program compliance, and liquidated damages procedures.
The scope includes removal and disposal of existing overhead and ground-mounted signs, replacement of four overhead structures across various interstates, earthwork, maintenance of traffic, erosion control, and installation of new sign items. The contract is funded through Federal-Aid Highway Program funds and applies federal environmental standards under the Clean Air Act and Federal Water Pollution Control Act. Contractors must submit certified weekly payrolls demonstrating Davis-Bacon compliance and maintain comprehensive labor records for three years post-completion. Mobilization costs are limited to five percent of the subtotal, and price adjustments for fuel apply. Mandatory electronic document submittal is required.
