The solicitation begins with notification to certified Historically Underutilized Business (HUB) and Minority/Women-Owned Business Enterprise (M/WBE) vendors registered with the State of Texas and City of Austin; if adequate quotes are not received from these certified vendors, the solicitation will be posted online at the City's Austin Finance Online website with notification to all vendors registered for applicable commodity codes.

The scope includes thirteen line items spanning pool and splash pad chemicals (sodium bicarbonate, sodium thiosulfate, cyanuric acid, and calcium chloride in 50-pound bags), testing and monitoring equipment (lane reels, PPM probes, Taylor reagents, Prominent pH/ORP probes), a chemical-controller modem, and gel kits. Estimated quantities range from one lane reel to 100 bags of bulk chemicals; actual purchase volumes may vary. All products must meet or exceed City specifications; vendors offering non-referenced products must submit manufacturer materials specifications and descriptive literature. Hazardous materials submissions must include Safety Data Sheets per OSHA Form 20 requirements.

Quotes must be submitted on FOB Destination basis with all freight charges and handling costs included in item prices. The City is exempt from Federal Excise Tax and State Sales Tax; vendors must not include taxes in quoted pricing. Award will go to the lowest responsive offer meeting minimum qualifications; the City reserves the right to evaluate quotes by individual line item, category, or aggregate pricing as most advantageous to its needs. Vendors must provide certificates of insurance demonstrating Commercial General Liability of $2,000,000 per occurrence, Workers' Compensation per Texas statutory requirements, and Business Automobile Liability of $500,000 combined single limit.
