About this opportunity

The City of Tampa Parks & Recreation Department is requesting bids on sodium hypochlorite and sulfuric acid for delivery to pool and fountain sites within the greater Tampa area under ITB 25-P-00118, with bids due March 6, 2025. The Equal Business Opportunity (EBO) program applies; bidders must comply with U-WMBEs and Small Local Business Enterprise (SLBE) participation requirements and submit a mandatory Letter of Intent (Form MBD-40) within ten working days of bid opening documenting intent to utilize diverse subcontractors or suppliers, or risk bid rejection as non-responsive.

The scope comprises Division I sodium hypochlorite (12.5% available chlorine, minimum 120 grams per liter, clear straw-colored liquid free of cloudiness or impurities, with excess sodium hydroxide between 0.15 and 0.45 percent by weight) and Division II sulfuric acid (38% strength, near clear to pale straw color, specific gravity 1.29, pH 0.7–0.9, approximately 10.8 pounds per gallon). Both products must be NSF Standard 60 certified and approved for commercial swimming pool use. Division I quantities range from 16,000 to 45,000 gallons depending on hose-length category; Division II is 10,000 gallons. The City reserves the right to test deliveries for specification compliance; non-compliant product may result in award cancellation. Deliveries shall occur weekly April 1 through September 30 and bi-weekly October 1 through March 31, with emergency service available within six hours of request at no additional charge. Bidders must submit sample test results from approved laboratories within 90 days and provide a clean tank guarantee.

The estimated contract value is $250,000. The award covers one year with two optional one-year renewals. Bidders must comply with City of Tampa insurance, background-check, and public-records requirements and submit bids through the OpenGov eProcurement Portal.

Opportunity text

Hypochlorite delivered under this award shall have a minimum of 120 Grams per Liter (GPL) available chlorine (i.e., 12.5 Trade Percent or 10.85 percent Sodium Hypochlorite by weight). Product shall be a clear straw colored liquid with no visible cloudiness, impurities, or sediment. To insure long term stability, Hypochlorite delivered under this award shall have a minimum of 0.15 percent by weight and a maximum of 0.45 percent by weight of excess sodium hydroxide (caustic soda).

The pool and fountain acid shall be a ready-to-use non-fuming solution of Sulfuric Acid diluted to strength of 38%. The color of the liquid shall by near clear white to pale straw colored. It shall have a specific gravity of 1.29 and a pH between 0.7 and 0.9. It shall weigh approximately 10.8 pounds per gallon. It shall be totally free of any debris or foreign material and shall be approved for use as a pH adjuster for commercial swimming pools. The City of Tampa reserves the right to test the pool and fountain acid to assure that it is in compliance with these specifications. If it is found that the pool and fountain acid does not comply, it may be cause for cancellation of award.

The Awardee shall make normal deliveries of Sodium Hypochlorite and Sulfuric Acid directly to the pool and fountain sites within the greater Tampa area A. Normal delivery shall be made on a regularly scheduled basis that is established in agreement with the contract monitors. The minimum acceptable delivery would be to fill each tank at each pool and fountain on a weekly basis from April 1st through September 30th; from October 1st to March 31st the deliveries could be reduced to every two weeks. However, due to weather conditions and changes in usage schedule of the pools and fountains, these guidelines can be changed by the contract monitors at any time. Emergency service shall always be available when required within 6 hours of the request of the Pool Operator at no additional charge.
