About this file
This document is a Minority & Small Business Participation Procurement Guideline form (MBD Form-70) dated October 2012, outlining procurement guidelines for implementing minority and women-owned business enterprise (WMBE) participation across various industry categories. The guidelines apply to formal procurements and solicitations, with a narrowly-tailored approach to WMBE participation. The document defines specific industry categories including Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods, providing detailed breakdowns of underutilized WMBE primes and sub-contractors/sub-consultants across these categories.
The guidelines identify specific business enterprise types, including Black Business Enterprise (BBE), Hispanic Business Enterprise (HBE), Asian Business Enterprise (ABE), Native American Business Enterprise (NBE), and Woman Business Enterprise (WBE). The document provides a comprehensive matrix showing underutilized minority and women-owned businesses across different industry sectors, with a focus on prime contractors and sub-contractors. Each category is meticulously mapped to show which minority and business groups are considered underutilized in specific industry segments, creating a structured approach to increasing diversity and participation in procurement opportunities.
