About this opportunity

The Kentucky State Fair Board is requesting bids for polysateen and vinyl decorating fabrics under RFB 235-2600000638, with bids due July 14, 2026 at 3:00 p.m. EST. Questions are due July 7, 2026 at 10:00 a.m. EST.

The scope comprises four line items: 100-yard bolts of 29-inch polysateen decorating fabric (100% polyester sateen, fire retardant NFPA 701-CA rated, available in black, gold, royal blue, white, and green); 100-yard bolts of 54-inch vinyl taffeta embossed fabric (flame retardant, royal blue and black); 100-yard bolts of 29-inch vinyl taffeta embossed fabric (flame retardant, royal blue and black); and slitting charges for cutting rolls into smaller sizes. All materials must be fire retardant and NFPA 701-CA Fire Marshal rated.

Bidders must submit responses electronically through the Kentucky Vendor Self Service system and must bid on all line items to be considered responsive. Pricing must be F.O.B. Destination Freight Prepaid and Allowed, with vendors responsible for all shipping costs. Prices must exclude federal excise tax and Kentucky sales or use tax, and all quoted prices must remain valid for a minimum of 60 calendar days after the bid due date.

The initial contract period is one year from award with four optional one-year renewal periods at the KSFB's discretion. All quantities are estimates and do not constitute purchase guarantees. The KSFB reserves the right to cancel with 30 days' written notice. Payment is made within 30 working days of receipt of goods and correct invoices. After 12 months, vendors may request price increases with written justification and 30 days' notice, subject to KSFB approval; price decreases must be passed to the KSFB as they become available.

Award will be made on a best value basis with price weighted at 100 points and delivery evaluated on a pass/fail basis. Tim Wiard is the sole point of contact.
