About this file
This document is an instructional guide for responding to online bids through the Kentucky Vendor Self Service (VSS) site, which manages state and local contract opportunities for Kentucky, including solicitations for items such as Polysateen and Vinyl for the Kentucky State Fair Board. The guide provides step-by-step instructions for vendors to access the VSS portal, locate open solicitations using keyword searches or advanced filters by category, type, and status, and complete online bid responses. For Request for Bids (RFB) and Request for Quotes (RFQ), vendors must respond to individual lines, enter unit prices or contract amounts, specify delivery days, and submit the response through the five-step submission process. For Request for Proposals (RFP), vendors skip the line response step and proceed directly to the submission checklist. The system includes provisions for conditional bids, attachment uploads with a 65,000 KB file size limit, and the ability to designate files as standard or proprietary documents.
Vendors must create an account and log in to submit responses, with the system timing out after 30 minutes of inactivity; responses can only be withdrawn while the solicitation status remains open. The submission process requires vendors to complete a checklist, attach relevant supporting documents such as bid sheets, catalogs, and affidavits, and provide any applicable discounts or comments before final review and submission. All changes must be saved frequently to prevent loss of information due to system timeout, and vendors can access and manage their submitted responses through the Solicitation Responses tab on the VSS portal.
