About this opportunity

The Kentucky Department of Transportation is requesting sealed bids on a master agreement for polypropylene barrier wall construction in Districts 11 and 12, with bids due July 22, 2026 at 1:30 p.m. Eastern Time and public bid reading at 3:00 p.m. the same day. This is a best-value solicitation evaluated by district, not a low-bid-only process.

The scope includes polypropylene barrier bags in five heights (2, 3, 4, 5, and 6 feet), foundation preparation, mobilization, traffic control, stone aggregate supply, channel lining, concrete placement, and long-reach trackhoe equipment rental. District 11 requires 2,215 linear feet of bag wall across specified heights; District 12 requires 2,400 linear feet. Additional line items total 1,500 tons of 6-inch minus stone aggregate, 1,000 cubic yards of Class B concrete, 150 tons of Class III channel lining, and trackhoe rental with 8-hour minimums per delivery order. Bidders may submit for one or both districts but must bid all line items within the districts selected. All work must comply with KYTC Standard Specifications, MUTCD standards, and Kentucky standard drawings.

The contract period runs September 1, 2026 through August 31, 2027, with four optional one-year renewal periods subject to renegotiation. KDOT reserves the right to apply CPI-based price escalations at renewal.

Evaluation scoring is price (85 points), response time (5 points), and years of experience (10 points). A minimum of three years of experience providing similar barrier wall services is required; a maximum of 12 years is considered for scoring. Bidders must provide a certificate of insurance with $1,000,000 per-occurrence and $2,000,000 aggregate limits for commercial general liability, and submit required affidavits including resident-bidder status representation. Kentucky resident bidders receive reciprocal preference equal to preferences given by other states to their residents. Responses must be submitted electronically through the Kentucky Vendor Self Service e-Procurement system. Addendum #3, issued July 15, modified payment language in Section 2.16.
