About this opportunity

The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, is requesting bids for a master agreement to provide polypropylene barrier wall construction services in Districts 11 and 12, with bids due July 22, 2026 at 1:30 p.m. Eastern Time via the Kentucky Vendor Self Service eProcurement system. Kentucky resident bidders receive reciprocal preference equal to preferences given by their home state; qualified bidders (Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofits serving individuals with severe disabilities) receive preference equal to 15 or 20 percent of maximum points.

The scope includes all materials, equipment, and labor for bank erosion control projects: polypropylene barrier bag installation in sizes 2 to 6 feet, foundation preparation for non-yielding and yielding conditions, mobilization, traffic control, aggregate and channel lining provision, concrete placement, and long-reach trackhoe equipment rental. District 11 requires 2,215 linear feet of barrier wall; District 12 requires 2,415 linear feet. Installation locations and quantities will be delivered through written Transportation Delivery Orders. All work must comply with KYTC Standard Specifications and ASTM testing standards; concrete must come from KYTC-approved producers.

The initial contract period runs September 1, 2026 through August 31, 2027, with four optional one-year renewal periods available at the Commonwealth's discretion. Unit prices for the initial period are subject to Consumer Price Index adjustments capped at ten percent prior to each renewal. The tentative award date is August 31, 2026.

Evaluation uses best value scoring: 85 points for price (lowest receives maximum), 5 points for response time (fastest receives maximum), and 10 points for years of experience (minimum three years required; maximum 12 years scored). Vendors must submit a completed bid sheet with actual prices and response times electronically; pricing is F.O.B. Destination Freight Prepaid and Allowed. Commercial General Liability Insurance minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate are required, plus automobile liability and Kentucky workers' compensation coverage as applicable. A 1 percent daily penalty applies to invoices for delays beyond contracted completion dates. Written questions were due July 7, 2026; responses were posted July 8, 2026.
