About this opportunity

The Kentucky Transportation Cabinet Division of Purchases is requesting bids on a master agreement for polypropylene barrier wall construction in Districts 11 and 12 under RFB 605 2600000683, with bids due July 15, 2026 at 1:30 PM Eastern Time and a public bid reading conference call at 3:00 PM Eastern Time on the same date. Kentucky resident bidders receive reciprocal preference equal to preferences given by other states to their residents under KRS 45A.490-494 and 200 KAR 5:410; qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit organizations are also eligible for preference points.

The scope covers bank erosion control projects across both districts requiring polypropylene barrier wall bags in multiple heights (2', 3', 4', 5', and 6') with minimum 18-inch openings and trapezoidal shapes, foundation preparation for yielding and non-yielding streambank conditions, lump-sum mobilization, daily traffic control meeting current Kentucky Transportation Cabinet and MUTCD standards (all flaggers must hold flagger certification), aggregate stone supply, channel lining, concrete placement using transfer pumps or mechanical support and pump trucks, and long-reach trackhoe equipment rental. District 11 requires 1,000 linear feet of 2' bags, 200 linear feet of 3' bags, and 600 linear feet of 4' bags; District 12 requires 1,000 linear feet of 2' bags, 500 linear feet of 3' bags, and 500 linear feet of 4' bags. Vendors need not bid all districts. Installation locations and quantities will be provided through written Transportation Delivery Orders. A minimum of 8 hours per delivery order applies to concrete placement and long-reach trackhoe services. All unit prices are F.O.B. Destination Freight Prepaid and Allowed.

The initial contract term runs September 1, 2026 through August 31, 2027, with four optional one-year renewal periods at the Commonwealth's discretion, not to exceed five years total. Award is based on best-value scoring: price (85 points, lowest bidder receives maximum), response time in days (5 points), and years of experience (10 points, minimum three years required, maximum twelve years considered). Vendors must maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability Insurance ($1,000,000 combined single limit) if applicable, and Kentucky Workers' Compensation Insurance. All bids must be submitted electronically through Kentucky Vendor Self Service at https://vss.ky.gov. Questions are due July 7, 2026 at 3:00 PM Eastern Time with responses posted by July 8. The tentative award date is August 31, 2026. Payment is made within 30 working days of invoice receipt, with a 1% monthly penalty for late payments exceeding 30 working days.
