About this opportunity
The Kentucky Transportation Cabinet Division of Purchases is requesting bids for a master agreement to provide polypropylene barrier wall construction services across Districts 1–10, with bids due July 22, 2026 at 1:30 PM Eastern Time through electronic submission via the Kentucky Vendor Self Service system. The written questions deadline was July 7, 2026 at 3:00 PM.
Kentucky resident bidders receive reciprocal preference, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit agencies serving individuals with severe disabilities receive statutory preferences of 20% or 15% respectively.
The scope encompasses all materials, equipment, and labor for bank erosion control projects. Line items include polypropylene barrier bags (minimum 5 oz. material, 18-inch top opening, trapezoidal shape, baffled every 3 feet maximum) in sizes 2 to 6 feet meeting ASTM Standards D-5035-06 and D-5630; installation equipment; on-site technical support; mobilization services (routine at 30 days response time and emergency at 5 days response time); concrete Class B; concrete pump trucks with operators; trackhoe and long reach trackhoe with operators; loader, dump truck, and transfer truck services; 6-inch minus stone aggregate; and traffic control. Specific installation locations and quantities will be furnished through written Transportation Delivery Orders. Vendors may bid on any or all districts; estimated work varies by district, with District 9 requiring 700 linear feet of 4-foot bags and 1,300 tons of stone materials.
The master agreement commences no earlier than September 1, 2026 through August 31, 2027, with four optional one-year renewal periods subject to written approval and potential renegotiation. Award is anticipated by August 31, 2026. Unit prices are F.O.B. Destination Freight Prepaid and Allowed and subject to Consumer Price Index adjustment at renewal, not to exceed 10 percent without Department discretion to cancel.
Award uses best value scoring: price (85 points), response time (5 points), and years of experience (10 points). Minimum three years' experience is required; maximum scoring is at 12 years. Vendors must specify response time in days; general terms render bids non-responsive. Penalties of 1 percent per day apply for delays beyond contracted completion dates, except delays caused by Commonwealth acts, third parties, civil authority, natural disasters, or acts of God.
All bids must be submitted electronically; hard copies and email submissions will not be accepted. Vendors must register in the Commonwealth eProcurement System prior to submission and allow 24–48 hours for registration. Required submissions include completed bid information, vendor bid sheet with actual prices and delivery times, certificate of authority for foreign entities, required affidavits, and certificate of insurance showing $1,000,000 per occurrence/$2,000,000 aggregate Commercial General Liability with the Commonwealth listed as additional insured. All bids remain valid for 90 calendar days after closing.
