About this opportunity

The Kentucky Transportation Cabinet, Division of Purchases, is requesting bids on an indefinite delivery/indefinite quantity (ID/IQ) contract for polypropylene barrier wall construction services across Districts 1–10 throughout Kentucky under RFB 605 2700000040, with bids due August 14, 2026 at 1:30 p.m. Eastern Time. Federal Highway Administration funding applies, requiring compliance with Davis-Bacon Act wage determinations and Buy America/Build America requirements; DBE program goals are 0 percent participation.

The scope covers bank erosion control projects using polypropylene barrier bags (minimum 5 oz. material) in heights ranging from 2 to 6 feet, with estimated quantities of 50 linear feet of 2-foot bags, 50 linear feet of 3-foot bags, 250 linear feet of 4-foot bags, 100 linear feet of 5-foot bags, and 100 linear feet of 6-foot bags per district. Work includes installation labor and equipment, on-site technical support, mobilization (routine and emergency), concrete placement, heavy equipment operation (trackhoes, loaders, dump trucks), aggregates, and traffic control. Vendors may bid individual districts and are not required to bid all ten. The prime contractor must self-perform a minimum of 30 percent of cumulative monetary value; subcontracting is permitted.

The contract term is one year from September 1, 2026 through August 31, 2027, with four optional one-year renewal periods. The anticipated award date is August 31, 2026. Award is based on lowest price. Payment is due within thirty working days of invoice acceptance; liquidated damages of 1 percent of the delivery order amount per day apply for missed completion dates, excluding delays beyond the vendor's control.

Commercial General Liability insurance of $1 million per occurrence and $2 million aggregate is required, with the Commonwealth named as additional insured on a primary and non-contributory basis. Vendors must pre-register in Kentucky's eProcurement system (vss.ky.gov) at least 24–48 hours prior to bid closing. A public bid reading is scheduled for 3:00 p.m. Eastern Time on August 14. Bid prices must be submitted electronically through the eProcurement system with actual pricing on an attached bid sheet.
