About this opportunity

The City of Peachtree City, Georgia is requesting proposals from qualified Construction Managers to provide preconstruction and construction phase services (CMAR model) for the renovation of two public safety facilities totaling approximately 35,005 square feet, with sealed proposals due October 15, 2026 by 3:00 PM and a mandatory pre-proposal conference and walkthrough on September 30 at 10:00 AM. The project is funded in part by a FEMA grant and is subject to federal procurement requirements under 2 CFR 200.320(d), including Davis-Bacon wage compliance, suspension and debarment certification, and Build America, Buy America Act (BABAA) compliance.

The scope includes refurbishment of the existing 14,090-square-foot Police Headquarters and renovation of an existing 20,915-square-foot building into a Police Training Facility with an Emergency Operations Center. Goodwyn Mills Cawood (GMC) will provide architectural and engineering services. The successful contractor must provide at least three bids for each bid package; if fewer than three qualified proposals are received, the City reserves the right to require re-solicitation.

The estimated total project cost is $6 million. Evaluation is weighted 70 percent on technical merit (firm history and capability, relevant experience, project personnel, and project approach) and 30 percent on proposed pricing for General Conditions & Requirements, Pre-Construction Costs, and the Construction Manager's fee. Proposers must submit a bid bond on AIA Document A310-2010 and performance and payment bonds equal to 100 percent of the contract amount. Davis-Bacon prevailing wage rates apply to all laborers and mechanics.

City Council approval is anticipated in November 2026, with contract execution at the end of November 2026. Design Development and Guaranteed Maximum Price (GMP) development will occur from November 2026 through January 2027, with GMP approval anticipated in March 2027. Construction is scheduled to begin in April 2027. Written questions are due October 6, 2026 at 2:00 PM to Tim Symonds at tils@morganmillconsulting.com. Final addenda will be issued by October 8, 2026 at 3:00 PM.
