About this opportunity

The City of Edinburg Police Department in Hidalgo County, Texas, has issued Request for Quotation (RFQ) #2023-002Q for Police Officer Cardiovascular Testing, seeking comprehensive medical screening services specifically designed for law enforcement professionals. The procurement focuses on a specialized health screening package that includes a cardiopulmonary/EKG exercise stress test, Carotid Intima-Media Thickness (CIMT) test, advanced lipid panel, and inflammatory markers testing. Key objectives include identifying early stages of coronary disease, assessing risk factors, evaluating genetics, and understanding occupational stressors unique to law enforcement officers. The solicitation requires vendors to submit electronic proposals through the ProcureNow portal by May 5, 2023, at 3:00 pm, with a deadline for questions set at May 1, 2023. Vendors must provide a unit cost for cardiovascular testing and complete a detailed vendor questionnaire that includes certification of document review, confirmation of an informal solicitation process, and submission of relevant licenses and insurance certificates. The testing aims to proactively combat heart attack and stroke risks among police officers by providing targeted medical assessments.

The RFQ does not explicitly outline specific set-aside designations or restrictions on respondent organizations. No incumbent vendors or current contractors are identified in the documentation. The solicitation indicates that the quantities specified are not guaranteed, and the actual number of tests may vary based on departmental needs. While no specific budget range is detailed, vendors are expected to provide competitive pricing for the comprehensive cardiovascular testing package. The city's contact for this solicitation is Iris Alvarado, Management Services Administrator, who can be reached at ialvarado@cityofedinburg.com or (956) 603-9937 for potential inquiries. The procurement appears to be an open competition for medical service providers capable of delivering specialized cardiovascular screening tailored to the unique health challenges faced by law enforcement professionals. Potential vendors should be prepared to demonstrate medical expertise, technological capabilities, and a comprehensive understanding of law enforcement occupational health risks.
