About this opportunity
The City of Newark, New Jersey, is seeking to procure twelve new, fully equipped police motorcycles for its police department through a competitive bidding process. The procurement, identified as ITB #2025-61, requires motorcycles with specific high-performance capabilities, including a minimum 1690cc V-Twin engine, at least 90 horsepower, 6-speed manual transmission, and dual disc brakes with ABS. Detailed specifications mandate a comprehensive emergency lighting package, siren and PA system, radio mounting kit, and rear storage box. Vendors must submit electronic bids through the City's e-Procurement Portal (ProcureNow) by July 31, 2025, at 10:15 am, with pricing proposals requiring all-inclusive unit pricing that remains firm for a minimum of 90 days. The motorcycles must meet extensive technical requirements, including adjustable suspension, full LED emergency lighting, and a two-year unlimited mileage warranty. Evaluation criteria will focus on responsiveness, technical compliance, and overall bid value, with the City reserving the right to award to the lowest responsive and responsible bidder.
The procurement opportunity appears to have no specific set-aside designations for disadvantaged enterprises, though vendors must comply with New Jersey's business registration, affirmative action, and anti-discrimination regulations. Bidders are required to complete comprehensive vendor submission forms, including ownership disclosures, political contribution declarations, and a mandatory certification regarding prohibited activities in Russia, Belarus, and Iran. The contract allows for potential awards to multiple vendors based on line-item commodities, suggesting flexibility in the procurement approach. While specific budget ranges are not explicitly stated, the comprehensive nature of the specifications and the requirement for twelve fully-equipped motorcycles indicates a significant investment. Vendors must demonstrate compliance with various state and local requirements, including providing detailed information about their business structure, criminal conviction history, and investment activities. The procurement process emphasizes transparency, ethical practices, and thorough vendor vetting to ensure the selection of a qualified motorcycle supplier for the Newark Police Department.
