About this opportunity
The City of Bloomington, Illinois is requesting sealed bids for installation of a Drone Dock station on the roof of the Bloomington Police Department at 305 South East Street under ITB Bid #2027-12, with bids due August 28, 2026 at 11:30 a.m. Central Time. The project is subject to Illinois Prevailing Wage Act compliance and a Project Labor Agreement requirement unless waived by the City — both are decision-flipping constraints for contractor capability and cost modeling.
The scope encompasses lifting and securing a city-owned dock onto a prepared pad, with removal and demolition of existing roofing materials, electrical and data conduits, roof penetrations, and masonry block work, plus all associated electrical, data, and roof-mounting infrastructure to deliver complete installation per project plans and specifications. Bidders exceeding $100,000 must provide proof of apprenticeship and training program participation.
Pricing is structured as a single lump-sum line item for the complete installation plus a 10% contingency lump sum at the City's sole discretion. Bidders must submit a bid guaranty of at least 10% of the total bid amount. The successful bidder must provide Performance and Payment Bonds equal to 100% of the contract price within ten business days of award. Insurance requirements include General Liability ($2 million per occurrence / $4 million aggregate), Worker's Compensation ($1 million), Automobile Liability ($2 million), and Umbrella/Excess Liability ($5 million).
A Contract Diversity Goal Form targets 8% subcontractor participation with minority and women-owned businesses, 10% minority worker participation, and 2% female worker participation. A local preference purchasing policy may provide up to 4% adjustment (maximum $10,000) for qualified local contractors. Questions are due August 21, 2026 at 3:00 p.m. A non-mandatory pre-bid meeting and site visit will be held August 18, 2026 at 10:00 a.m. at the Police Department. The anticipated award date is September 28, 2026. Bids are valid for 60 days following opening.
