About this opportunity
Appalachian State University is requesting proposals for a Point of Sale system and ERP bolt-on functionality for the Campus Store under RFP55-100226, with proposals due October 30, 2026 at 2:00 PM ET and written questions due October 16, 2026 at 5:00 PM ET. The University currently operates Oracle NetSuite Point of Sale, SuiteCommerce Advanced for eCommerce, and NetSuite ERP for back-office, and must replace the POS and eCommerce platforms ahead of Oracle's announced NSPOS sunset.
The RFP is structured as a two-part solicitation: Part 1 requests a complete integrated Point of Sale, eCommerce, and ERP/back-office solution replacing all current platforms; Part 2 requests Point of Sale and eCommerce only, integrating with the existing NetSuite ERP. Vendors may submit proposals for either part. The University seeks a modern, cloud-based SaaS platform that improves inventory synchronization, supports $0.00 book-rental transactions, enables stackable promotions, and provides responsive vendor support.
Proposals must include separately itemized pricing for one-time implementation fees, recurring software subscription/licensing fees (by component: eCommerce, POS, ERP), payment processing, hardware, training, annual maintenance, customer support tiers, and estimated third-party integration fees. Vendors must certify financial stability and submit financial proposals, HUB supplemental information, customer references, worker location data, financial condition certifications, HECVAT and VPAT responses, SOC 2 Type II reports, PCI compliance attestations, data processing agreements, and cyber liability insurance certificates. Vendors must be registered with the North Carolina Secretary of State prior to award.
The initial contract term is three years beginning upon execution, with the State holding renewal options for up to two additional one-year terms upon ninety days' written notice. Implementation must commence within thirty business days of execution. Evaluation criteria, in descending order of importance, are Vendor Technical and Functional Fit & Integration Capability, Support Model, Vendor Qualifications/Experience/References, Pricing, and Implementation Approach. No pre-proposal conference or site visit is scheduled.
