About this opportunity

Pierce County Planning & Public Works is requesting bids for construction of the Point Evans on the Narrows Bluff Erosion Repair Soil Nail Wall Project (D236) with bids due August 5, 2026 at 1:00 p.m. The project addresses bluff erosion in Gig Harbor, Washington caused by a broken stormwater line that resulted in approximately 12 feet of bluff retreat.

The scope includes excavation (140 cubic yards), a soil nail wall system extending approximately 62 feet in length with a maximum height of approximately 36.5 feet consisting of nine rows of soil nails (67 encapsulated 25-foot nails and 14 encapsulated 30-foot nails spaced 4 feet vertically and 3 to 5 feet horizontally), temporary 4-inch shotcrete facing and permanent 8-inch shotcrete facing (1,600 square feet total), soil nail verification and proof testing (6 each), chain link fencing (60 linear feet), silt fence (180 linear feet), quarry spalls installation (16 tons), wire fence removal and resetting (100 linear feet), erosion control and water pollution prevention, seeding, fertilizing, mulching, construction staking and surveying, construction monitoring, and pre- and post-construction condition assessments. The design employs No. 8, Grade 75 threaded steel bars with Class A corrosion protection and includes seismic analysis to 2024 International Building Code parameters with a 50-year design life.

Bidders must submit unit prices for all line items with a 5% proposal guaranty in cash, cashier's check, or certified check payable to Pierce County Treasurer. Washington State retail sales tax at 8.2% will be automatically added to the contract price by the county; contractors must not include sales tax in bid prices. Prevailing wage requirements apply under special provisions. Contractors must provide proof of contractor's license, UBI number, industrial insurance account number, excise tax number, employment security account number, and a subcontractor list identifying any direct subcontractors performing structural steel, rebar, HVAC, plumbing, or electrical work. Bidders must sign a non-collusion declaration and certify wage law compliance. Recycled materials percentages may serve as a tiebreaker if two or more lowest responsive bids are exactly equal. Construction must conform to WSDOT 2026 Standard Specifications and 2015 Federal Highway Administration Reference Manual guidelines.
