About this file

This is a proposal and contract form for Pierce County Planning & Public Works in Washington to construct the Point Evans on the Narrows Bluff Erosion Repair Soil Nail Wall Project (CIP D236). The project involves bluff erosion repair work including structure excavation (140 cubic yards), shotcrete facing (1,600 square feet), soil nail installation (67 encapsulated 25-foot nails and 14 encapsulated 30-foot nails), soil nail verification and proof testing (6 each), clearing and grubbing, construction staking and surveying, construction monitoring, and pre- and post-construction condition assessments. Additional work includes chain link fencing (60 linear feet), silt fence (180 linear feet), quarry spalls installation (16 tons), wire fence removal and resetting (100 linear feet), erosion control and water pollution prevention, seeding, fertilizing, and mulching, and mobilization. The bid opening is scheduled for Wednesday, August 5, 2026, at 1:00 p.m., with bids to be delivered by 1:00 p.m. on the same date.

Bidders must submit unit prices for all line items with a five percent proposal guaranty in the form of cash, cashier's check, or certified check payable to Pierce County Treasurer. The contract is subject to Washington State retail sales tax at 8.2% on the full contract price, which will be automatically added by the contracting agency, meaning contractors should not include sales tax in bid prices. Contractors must comply with prevailing wage requirements under the special provisions and provide proof of contractor's license, UBI number, industrial insurance account number, excise tax number, and employment security account number. Bidders must also submit a subcontractor list identifying any direct subcontractors performing structural steel installation, rebar installation, HVAC, plumbing, or electrical work as required by RCW 39.30.060, sign a non-collusion declaration, certify wage law compliance within the preceding three-year period, and propose a recycled materials percentage within limits specified in the Standard Specifications. The use of recycled materials may serve as a tiebreaker if two or more lowest responsive bids are exactly equal.
