About this opportunity

The Texas Health and Human Services Commission is requesting bids for twice-weekly on-site podiatry services at San Antonio State Hospital under IFB HHS0017863v2, with bids due October 29, 2026 at 10:30 a.m. Central Time and questions due October 20, 2026. The bidder must hold a Doctor of Podiatric Medicine (D.P.M.) degree and current Texas Department of Licensing and Regulation podiatry license — the primary eligibility filter.

The contractor will provide clinical services twice weekly, treating up to 10 patients per clinic session Monday through Friday between 8 a.m. and 5 p.m. Central Time. Services include treatment of bunions, calluses, corns, fungal nails, fractures, gout, heel pain, and ingrown toenails. A mandatory two-week training period must be completed before patient care begins. Historical utilization is approximately 104 clinic visits annually, though HHSC makes no guarantee of volume, usage, or total compensation.

The historical monetary value for the prior contract year (September 1, 2025, to August 31, 2026) was $93,000. Pricing must be firm and fixed for contract life and submitted on the provided Pricing Sheet with separate line items for per-visit pricing (estimated 104 annual visits) and a flat-rate fee per patient for the initial 10 patients (estimated 5 patients). The initial contract term runs through August 31, 2029, with no renewal options; HHSC may extend for up to one additional year at its sole discretion. Price adjustments are permitted only at HHSC's discretion based on the Consumer Price Index or Federal Minimum Wage increases.

The bidder must maintain comprehensive insurance including workers' compensation, commercial general liability, commercial automobile liability, professional liability, and umbrella liability, each at minimum $1 million per occurrence. Minimum two years of relevant experience and three verifiable references for similar contracts completed within the past two years are required. All responses become property of HHSC and are subject to the Texas Public Information Act. Bidders may submit via email to pcsbids@hhs.texas.gov, through the optional HHS Online Bid Room (with registration through IAMOnline), or by hand delivery or overnight mail of a USB drive to the Procurement and Contracting Services office at 1100 W. 49th Street, Austin, Texas.
