About this opportunity
This state and local contracting opportunity is for the Illinois Department of Children and Family Services (DCFS) to procure a new comprehensive safety decision-making model and intervention framework tool called the Safety Assessment Family Evaluation (SAFE) Model. DCFS is seeking to implement the copyrighted SAFE Model, which is currently used in 45 jurisdictions nationwide, to provide a framework for making safety determinations, guiding caseworkers through the decision-making process, and using the tool throughout the life of a case. DCFS requires extensive implementation, training, and technical support from the sole source vendor, Action 4 Child Protection, to fully install and train staff on the new model. The initial contract term is from July 1, 2024 to June 30, 2025 with no renewal options, and the estimated value is $5,203,770. DCFS has previously procured the SAFE Model through sole source contracts and believes implementing it will reduce maltreatment by providing clear direction to caseworkers in making safety decisions for children.
The sole source procurement method is being used as DCFS has determined the SAFE Model and related services are only available from the vendor Action 4 Child Protection, who holds the copyright and has the proven expertise to implement the model. The funding sources are state appropriated funds, and the costs may be reimbursable under the Family First Prevention Services Act. A sole source hearing will be held, which can be cancelled if no interested party submits written comments or a request for a public hearing by May 24, 2024. The state is open to innovative solutions that can demonstrate improved safety outcomes for children and families.
