About this opportunity

The Massachusetts Emergency Management Agency (MEMA) is requesting responses for a training facilitator to deliver Type 3 All-Hazards Incident Management Team instruction under RFR PO 350, with responses due September 14, 2026 at 1:00 PM Eastern Time. This procurement is designated under the Massachusetts Small Business Purchasing Program (SBPP), with preference given to SBPP-certified participants meeting best-value criteria; only non-SBPP bidders will be evaluated if no SBPP participant meets the minimum evaluation threshold.

The scope is a single 40-hour training course accommodating 30–50 students from diverse disciplines and agencies across Maine, New Hampshire, and Vermont. Instruction must meet National Incident Management System (NIMS) and National Response Framework (NRF) standards and cover Incident Command System roles, the Planning Process, leadership and teamwork skills, and extensive exercises and simulations. The training will be delivered between January 1 and March 31, 2027, with an estimated contract start date of October 1, 2026. The initial contract duration is three months with no renewal options.

The estimated contract value is $25,000, with compensation structured as an hourly rate based on accepted proposal terms. Vendors must offer Prompt Payment Discounts or demonstrate hardship, with standard payment terms of 45 days from invoice receipt if hardship is waived. Travel reimbursement is limited to state employee rates and only for MEMA-required travel. Funding is conditioned upon receipt of federal FEMA funds.

Questions are due August 24, 2026. Award notification is anticipated September 23, 2026. Bidders must submit business references, environmental practices documentation, a Massachusetts Substitute Form W-9, Commonwealth Terms and Conditions, a Prompt Payment Discount Form, and authorized signatory documentation. Responses must be submitted through COMMBUYS, the Commonwealth's electronic procurement platform. All contractors must comply with applicable federal law, regulations, and FEMA policies, including 2 CFR 200 provisions.
