8. Contract Performance Specifications:

Project Background MEMA has built a training framework called the Northeast Emergency Management Training & Education Center (NEMTEC). NEMTEC was launched in March 2023, offering accessible, no-cost, fundamental training in emergency management. NEMTEC’s primary purpose is to provide current, relevant, and comprehensive training and education programs across New England that would not otherwise be achievable by any one state, alone. Delivering the program through virtual, hybrid, and in-person modalities, NEMTEC aligns and shares training resources among the states, works collaboratively to develop and implement training and education programs to meet emerging needs, and manages an extensive curriculum and cadre to benefit the region’s emergency management professions. This organization is led by MEMA and New England State Directors working in close collaboration with and supported by all New England states’ State Training Officers.

Project Objectives Through this procurement, NEMTEC will obtain a subject-matter expert facilitator to conduct a 40-hour Type 3 All-Hazards Incident Management Team training. The training should accommodate between 30-50 students from diverse disciplines and agencies. A single instance of training will be provided at a date to be determined, but between January 1, 2027, and March 31, 2027.

The chosen facilitator will work with the New England states’ emergency management agencies to most effectively incorporate applicable state-specific considerations into the training.

Training Objectives The training should include the following topics:

· Demonstrating the goals of NIMS and the NRF.

· Emphasizing the nature and purpose of a USFA Type 3 AHIMT so that others in the community and emergency services are more willing and able to assist within various components of their local USFA Type 3 AHIMT.

· Demonstrating the critical role that leadership and teamwork skills play in the success of an USFA Type 3 AHIMT.

· Providing a basic framework for building and maintaining critical interpersonal communications and for working together as a team member of an USFA Type 3 AHIMT.

· Offering practical experience of on-scene operations through extensive exercises and simulations, as well as through post-course refresher training by providing students with the opportunity to perform as members of a USFA Type 3 AHIMT during a mock incident management situation.

Anticipated audience: This course is intended to be taught at the performance level for participation on an All-Hazards Incident Management Team. Students in this course should include all interdisciplinary emergency response personnel including:

· Fire services

· Law enforcement

· Emergency medical services (EMS) & hospitals

· Department of public works
