About this opportunity
This is a Design-Bid-Build procurement by the Board of Regents of the University System of Georgia on behalf of Valdosta State University (VSU) located in Liberty County, Georgia, seeking a qualified mechanical contractor to replace the existing Variable Refrigerant Flow (VRF) system serving the first floor of Martin Hall with new split system heat pumps. The scope of work includes demolition of existing HVAC equipment, installation of six fan coil units with corresponding heat pump outdoor units and two ductless split systems, creation of a new mechanical room within the existing chair storage room, reconfiguration of existing packaged rooftop DOAS unit supply air ductwork, and associated electrical and plumbing support work. The deliverables encompass complete HVAC replacement with specified cooling capacities ranging from approximately 1,050 to 1,560 CFM and heating capacities between 32.1 and 76.1 MBH, installation of a 112.5 KVA transformer with new electrical panelboards and breaker configurations, architectural modifications including ceiling system reconfiguration with Armstrong Metal Works tiles, and protection of existing building components during construction. Contractor qualifications require a minimum of four years in business under the current company name without prior default declarations, successful completion of at least three mechanical construction projects involving hydronic systems and air distribution with minimum $275,000 total construction cost each, current Georgia mechanical license, and a superintendent with minimum four years' experience on similar projects. A mandatory pre-bid conference will be held on Tuesday, April 14, 2026, at 10:00 AM at the VSU Physical Plant Office, Conference Room, 2903 North Ashley Street, Valdosta, Georgia, with sealed bids due by 2:00 PM on Thursday, April 30, 2026, at the same location. The contract will be awarded on a lump sum basis to the lowest responsive and responsible bidder, with material completion required within 270 consecutive calendar days from the Proceed Order Date and liquidated damages assessed for any delays beyond this deadline. Contractor responsibility will be evaluated based on debarment status, termination history on public works contracts, demonstrated cash flow with a Current Ratio of 1.0 or higher, Workers' Compensation Experience Modification Rate (EMR) not exceeding an average of 1.2 over three years, and past performance on public works projects.
This procurement is restricted to three pre-qualified contractors only, as specified in Addendum dated April 17, 2026: Barber Contracting Co, Lang Mechanical, and John F. Pennebaker Co. The Owner encourages minority business enterprise (MBE) participation, with Georgia state income tax credits available for subcontracting with minority-owned businesses. All contractors must comply with the Georgia Security and Immigration Compliance Act and provide proof of federal work authorization verification using E-Verify throughout the contract term. Bid bonds equal to not less than five percent of the bid amount are required at submission, with both performance and payment bonds required at 100 percent of the Contract Sum prior to contract execution. The project has a Certificate of Authorization (COA) expiration date of June 30, 2026, and the design professional is NBP Engineers, Inc., located in Macon, Georgia, with contact information available through sholloway@nbpengineers.com or emoore@nbpengineers.com at (478) 745-1691. No specific budget or award value is disclosed in the procurement documents; however, the Owner reserves the right to reject all bids or any bid exceeding the budget, waive technicalities and informalities, and negotiate with the lowest responsive and responsible bidder if all bids exceed budget.
