The scope of work encompasses improving active transportation through facility safety, desirability, and comfort levels; analyzing and recommending infrastructure improvements; identifying projects eligible for national and state funding; and addressing policy, safety education, outreach, legislation, and law enforcement initiatives including speed limits, safe driving messaging, and review of state bike and walk-related laws. Prime consultants and their teams must be prequalified by GDOT in the following area classes: Location Studies (1.09), Non-Motorized Transportation Planning (1.13), Urban Roadway Design (3.02), Traffic Operations Studies (3.06), Traffic Operations Design (3.07), Traffic Control Systems Analysis, Design, and Implementation (3.09), and Bicycle and Pedestrian Facility Design (3.13). Key anticipated team leaders include a Deputy Project Manager, Planning Lead, Community and Stakeholder Engagement Lead, Traffic Safety Engineer, and Data Scientist or Data Analyst. The formal RFQ is scheduled to be issued on April 30, 2026, with Statements of Qualifications due by June 3, 2026. The selected firm will provide all detailed work services, materials, equipment, and supplies as an on-call service based on national best practices.

The solicitation document does not specify set-aside designations, disadvantaged enterprise requirements, incumbent vendors, or award values. A communication restriction is in effect from the advertisement date through the award announcement, prohibiting firms from communicating with GDOT staff regarding this solicitation except for submitting questions as instructed in the forthcoming RFQ.
