About this opportunity
The Michigan Department of Transportation is seeking a contractor to perform a Hot Mix Asphalt (HMA) overlay maintenance project on two interchange ramps at the I-75/Zilwaukee Bridge in Buena Vista Township, Saginaw County. This Request for Proposal (RFP 25-1510) was issued on February 24, 2025, with a proposal submission deadline of March 6, 2025 at 3:00 p.m. Eastern Time; bidder questions must be submitted by February 27, 2025, with answers posted by March 3, 2025. The project involves placing a 2-inch HMA overlay (5EML High Stress: PG 64-28, AWI:260) on Ramp C (I-75 southbound on-ramp from M-13, spanning 0.48 miles) and Ramp G (I-75 southbound off-ramp to M-13, spanning 0.41 miles), totaling 1,808 tons of HMA and 876 square yards of pavement for butt joints, with additional work including pavement markings for turn arrows, stop bars, and reflective striping. The contract work must commence between May 5 and be completed by May 16, 2025, with all work required to be finished within five consecutive calendar days of commencement; contractors must provide a minimum of three calendar days' notice prior to beginning work. To be eligible, contractors must be currently prequalified by MDOT in the "Cb Hot Mix Asphalt/Bituminous Patching" category, perform at least 35 percent of contract work themselves, and comply with prevailing wage requirements established by the State of Michigan Department of Labor. All costs, including labor, materials, equipment, and prevailing wages, must be included in the firm bid price, and the contract will be awarded to the responsive and responsible bidder with the lowest price who meets all mandatory requirements.
The project is subject to prevailing wage requirements, with all mechanics and laborers on-site required to be paid mandatory minimum rates established by the Michigan Department of Labor and Economic Growth; prevailing wage rate schedules must be posted conspicuously on all construction sites. The contract does not include any specific set-aside designations for disadvantaged enterprises; however, Qualified Disabled Veteran-Owned Businesses and Service-Disabled Veteran-Owned Businesses may receive consideration under MCL 18.1261(8). No incumbent vendors or current contractors are identified in the procurement documents. Performance and lien bonds equal to 100 percent of the total contract price are required, along with insurance coverage including Commercial General Liability ($2,000,000 aggregate), Umbrella/Excess Liability ($5,000,000), and Automobile Liability ($1,000,000 per accident). The contract is subject to liquidated damages per Table 108-1 of the 2020 Standard Specifications for Construction for each day the contractor fails to meet the completion deadline. No specific award value or budget range is disclosed in the procurement documents; however, the project scope and compressed 11-day timeline indicate a moderate-value maintenance contract that will be awarded based on competitive bidding among qualified MDOT-prequalified contractors.
