The trailer configuration requires an orange powder coat finish, 2-inch ball hitch, electric brakes with safety features, and four independently certified telescoping autolocking outriggers rated for 110 mph wind gusts and 95 mph sustained winds. All bids must include a Specification Verification Sheet, Bid Pricing Sheet, Vendor Information and Verification Sheet, and current insurance certificates. The written inquiry deadline is Thursday, April 2, 2026 at 5:00 PM MT, with answers posted Monday, April 6, 2026; bids are due Wednesday, April 8, 2026 at 3:00 PM MT, and a Notice of Intent to Award is expected Monday, April 13, 2026. Award will be made to the vendor offering the most advantageous response to the state, with price and cost as the primary evaluation criteria, and the state will not reimburse shipping or freight costs.

Service Disabled Veteran Owned Small Businesses (SDVOSBs) registered with the Center for Veteran Enterprise within the U.S. Small Business Administration may receive a 5% preference on their bid with proper documentation, and resident bidder preference is available equal to the preference given by nonresident bidders' states of residence. Only bids for the specified WANCO brand will be considered responsive due to sole brand approval granted for this solicitation. Vendors must maintain automobile liability insurance with a minimum limit of $1,000,000 each accident combined single limit unless a third-party delivery service is used, and all costs including delivery, trade-in value, and discounts must be incorporated into the final unit pricing with no sales taxes included. Bids may be submitted via Colorado Vendor Self-Service (VSS) or email to dnr_cpw_bids@state.co.us. Payment will occur following inspection and acceptance of materials by the CPW project manager within 45 days of invoice receipt, with vendors encouraged to enroll in ACH/EFT payments for faster processing.
