About this opportunity

The Colorado Parks and Wildlife Department is requesting documented quotes for construction of a new 30' x 64' equipment storage building at Flagler State Wildlife Area in El Paso County, with quotes due August 7, 2026 by 1:00 p.m. This is a design-build scope offering contractors a choice between pre-engineered metal or wood frame construction.

The base bid scope includes mobilization, monolithic concrete slab and foundation, and the storage building structure. Four optional bid items cover exterior concrete flatwork apron, four garage doors with commercial operators, 100-amp electrical service and panel, and eight metal bollards with concrete bases. The building features two 12' x 14' insulated garage doors on each end, ridge ventilation, light-penetrating panels on east and west sides, 15'-8" interior truss clearance, and 17'-4" eave height. All work must comply with Colorado Department of Transportation construction standards. Site preparation, including roadbase compaction, has been completed.

The project is estimated between $120,000 and $140,000. The Notice to Proceed is tentatively scheduled for September 8, 2026, with substantial completion required by January 5, 2027 — a 120-calendar-day performance period. Liquidated damages are $250 per calendar day for failure to meet the deadline. No bid bond is required; if the total bid reaches or exceeds $150,000, a 100% performance bond and labor and material bond are due within 10 days of the Notice of Award. Contractors must maintain comprehensive insurance including workers' compensation, commercial general liability at $1,000,000 combined single limits, and pollution liability of $1,000,000.

Colorado prevailing wage requirements apply if the project exceeds $500,000 — not triggered here. Contractors must submit quotes via email to Project Manager Shaun Gordon at shaun.gordon@state.co.us. No mandatory pre-bid conference is required. Mobilization payment is structured in two installments: 60% with the first monthly pay estimate and 40% upon equipment removal and final cleanup.
