About this opportunity
This Invitation for Bids (IFB) is issued by Colorado Parks & Wildlife (CPW) for capital construction services involving the installation of wildlife-friendly fencing at the Mount Evans State Wildlife Area (SWA) in Clear Creek County and Denver City. The primary deliverable is the installation of approximately 13,700 linear feet of 4-strand wildlife-friendly fence, with optional items including an additional 1,350 linear feet of fencing, removal and disposal of existing fence materials, installation of bracing and gates, vegetation clearing and grubbing, mobilization and demobilization services, and the salvage and re-installation of an existing 16-foot tubular metal gate. Work must be completed within 80 calendar days from the Notice to Proceed, with construction halted prior to August 18, 2018, and resumed in spring 2019 if necessary, with final completion no later than June 30, 2019. A pre-bid conference is scheduled for June 6, 2018, at 10:00 a.m. at the project site (Mount Evans SWA, 4720 Upper Bear Creek Road, Evergreen, CO 80439), and sealed bids are due on June 13, 2018, at 1:30 p.m. Bidders must demonstrate at least two years of fence construction experience with similar materials and site conditions, with the designated crew foreman also meeting the same experience requirement. Liquidated damages are assessed at $280.61 per day for delays beyond the specified contract time. Bidders must submit a 5% bid bond (certified check or cashier's check acceptable), W-9 form, signed bid schedule with acknowledged addenda, and MBE compliance documentation.
This procurement includes a Good Faith Effort standard for Minority Business Enterprise (MBE) participation, requiring bidders to document efforts to achieve MBE utilization goals or demonstrate reasonable efforts to meet those goals. Service Disabled Veteran-Owned Small Businesses (SDVOSBs) certified through the U.S. Department of Veterans Affairs are eligible to receive a 5% bid preference. Bidders must comply with federal debarment certifications, drug-free workplace requirements, and lobbying certifications as outlined in federal aid requirements. The project is funded 100% through the U.S. Fish and Wildlife Service via federal aid grant funding derived from Pittman-Robertson Act excise taxes and Dingell-Johnson taxes. Performance and labor/material payment bonds equal to 100% of the estimated contract price are required if the contract award exceeds $150,000. No specific budget range or award value is disclosed in the solicitation documents; however, the project scope, duration, and complexity suggest a substantial contract value. The contract will be governed by Colorado's General Requirements and Covenants for Capital Construction and will require State Controller approval before becoming valid and binding.
