About this opportunity
The Teacher Retirement System of Texas is requesting proposals for on-call plumbing services under RFP No. TRS000650, with proposals due March 9, 2026, at 3:00 p.m. Central Time. A mandatory Veterans Heroes United in Business (VetHUB) Subcontracting Plan is required; subcontracting opportunities have been determined probable under the anticipated contract.
Respondents must hold a current Texas Master Plumber's license and maintain a minimum of three licensed plumbers on staff, with at least one holding a TCEQ-issued Backflow Prevention Assembly Tester license and one holding Confined Space Certified Technician certification. A signed and notarized affidavit confirming minimum five years of plumbing experience with three years serving comparable facilities is mandatory. Facilities must be located within Austin or within one hour of TRS.
Scope includes preventive maintenance and repair services at two primary TRS facilities in Austin—the Alpha Building (1900 Aldridge Street) and the Bravo Building (4655 Mueller Boulevard)—with potential additional work at other TRS office locations throughout Texas on an as-needed basis. Scheduled preventive maintenance covers electric water heaters, sump pumps, domestic and reclaimed water pumps, and pressure reducing valves (all twice yearly). The contractor must maintain 24/7 contact availability with one-hour-or-less emergency response time and four-hour routine response time; written work plans are due within fourteen calendar days of work order issuance.
The contract term runs September 1, 2026, through August 31, 2027, with four optional one-year renewals exercisable at TRS's discretion. No guaranteed minimum contract volume applies. Pricing must be fully loaded and firm—hourly rates for labor classifications (Supervisor, Master Plumber, Journeyman Plumber, Apprentice Plumber) differentiated between regular hours (7:00 a.m.–5:00 p.m., Monday–Friday) and premium hours, plus separate pricing for preventive maintenance, materials markup, subcontracted services markup, and equipment rental markup. Price escalation for renewals is prohibited.
The contractor must maintain workers' compensation and commercial general liability insurance with minimum limits of $500,000 per occurrence/$1,000,000 aggregate, comply with OSHA standards, E-Verify requirements, and cybersecurity training mandates. Evaluation criteria are weighted as follows: Past Performance and Client References (20%), Respondent's Key Personnel (30%), Performance Details (30%), and Pricing (20%). Questions were due February 23, 2026. A pre-proposal conference was held February 18, 2026. Addendum No. 1 issued February 23, 2026, requires acknowledgment of receipt of PAVES and VetHUB instructional materials with proposal submission.
