VI. Evaluation Process and Criteria

TRS has exclusive authority under Section 825.103(d) of the Texas Government Code over purchasing goods and services and is statutorily exempt from subtitles D and F of title 10 of the Texas Government Code. In purchasing and contracting for goods and services, TRS will select the vendor who represents best overall value for TRS based on the candidate’s qualifications, experience, acceptance of TRS contract terms and conditions, proposed pricing, and other relevant factors that are in TRS’ best interests and comply with TRS' fiduciary duties. “Best overall value” means a combination of factors that, in the judgment of the Board, are most consistent with the best interests of TRS.

A. Initial Submission Compliance Screening and Mandatory Qualifications

During initial screening, TRS will review Proposals for compliance with submission requirements.

Failure to meet submission requirements may, at any time, result in a Respondent’s disqualification. Proposals that do not meet the following minimum qualifications will also be rejected as non-responsive and disqualified:

1) Respondent shall provide a current copy of Master Plumber’s license to perform plumbing services in the state of Texas. Respondent must have a minimum of one Master Licensed Plumber.

2) Respondent shall provide proof that a minimum of three (3) licensed plumbers are available to meet the required response time. Of these, at least one must hold a TCEQ-issued Backflow Prevention Assembly Tester (BPAT) license, and at least one must be a Confined Space Certified Technician. Documentation of licenses and certifications must be included with the proposal.

3) Respondent Firm shall provide a signed and notarized affidavit from an authorized company representative confirming minimum of five (5) years of experience providing plumbing services. Total of 3 years servicing facilities comparable size and scope to TRS.

4) Respondent shall provide a written statement confirming that it employs and supervises qualified plumbing personnel, with the necessary organization and facilities located within the City of Austin or within one (1) hour of TRS. The statement must affirm that all personnel hold valid plumbing licenses and are trained in the use of plumbing equipment, and that these individuals will be employed under this agreement.

5) Each licensed plumber shall have a minimum of five (5) years of experience as a plumber.

Provide an experience summary statement to include plumber’s name, license number and total years of plumbing experience.

B. Evaluation: Initial Round

Proposals which meet all Mandatory Qualifications as listed above will advance to the Initial Round of Proposal evaluation. An evaluation committee will evaluate all Responsive Proposals during the Initial Round. TRS may ask questions of or request clarification from any Respondent about its Proposal during the Initial Round. All such questions and clarification requests shall be provided to Respondents by TRS’ Procurement and Contracts Representative. Responses will be scored under best value standards which are in TRS’ best interests using the following general categories for which weights are shown:

Evaluation Criteria Weight Respondent Past Performance and Client

References 20%

Respondent’s Key Personnel 30% Performance Details 30% Pricing 20% Total 100%

After Initial Round evaluations are complete, TRS may (1) ask all or only top-scoring Respondents to participate in a Presentation, Interview, and/or Demonstration Round, (2) determine that such a round is unnecessary and ask all or only top-scoring Respondents to participate in a Best and Final Offer (“BAFO”) Round, or (3) make one or more contract awards based on Initial Round evaluations.

C. Evaluation: Optional Presentation, Interview, and/or Demonstration Round – Selection

Criteria: 10 points

The Presentation, Interview, and/or Demonstration Round allows Respondents to highlight the strengths and unique aspects of their Responses. TRS may ask questions of or request clarification from any Respondent during this Round. All such questions and clarification requests shall be provided to Respondents by TRS’ Procurement and Contracts Representative. Evaluation criteria for the Presentation, Interview, and/or Demonstration Round may include, but are not limited to, Respondent’s:

1. demonstrated understanding of RFP requirements and ability to satisfactorily describe the processes/methodologies for delivering Services.

2. demonstrated experience in undertakings similar in scope and complexity to those indicated in this Solicitation, including past performance.

3. team member interaction and Respondent’s interaction with TRS.

4. presentation quality and ability to meet TRS’ needs.

After the Presentation, Interview, and/or Demonstration Round, Respondents may be required to submit written answers to questions asked during this Round. Presentations, Interviews, and/or Demonstrations will be individually evaluated by each evaluator, who shall provide a score from 0 to 10, with ten being the highest score. Point allocation for this Round will be used to determine which Respondent(s) are considered for the next round. Points allocated for this Round will not be added to any previous or future round. After this Round is complete, TRS may (1) ask all or only top-scoring Respondents to participate in a BAFO Round or (2) make one or more contract awards based on Presentation, Interview, and/or Demonstration Round evaluations.

D. Evaluation: Optional BAFO Round

As the BAFO Round is an optional round, TRS strongly encourages Respondents to provide their best pricing and terms with their initial Proposal. TRS may ask questions of and request clarification from any Respondent during this Round. TRS may also request that any Respondent provide additional information during this Round. All such questions and requests shall be provided to Respondents by TRS’ Procurement and Contracts Representative. All information provided to TRS during each round of the evaluation process is taken into consideration in the BAFO Round. Scoring will be based on the same criteria as the Initial Round. Points allocated for this Round will not be added to any other round. After this Round is complete, TRS may make one or more contract awards based on BAFO Round evaluations.

VII. Proposal Submission Instructions

Submission Through PAVES

Respondents are required to submit Responses through PAVES. If awarded a Contract, Contractor will be required to set up a PAVES account, which requires:

3. Invoices and deliverables to be submitted through PAVES

A. PAVES

Potential Respondents can find information about PAVES on TRS’ website at:
