About this opportunity
The University of Texas Health Science Center at San Antonio (UT Health San Antonio) is issuing a Request for Proposal (RFP 745-26-P24) for commercial plumbing services to be provided on an as-needed basis to support its healthcare and academic complex. The procurement seeks qualified contractors to provide comprehensive supervision, labor, materials, equipment, and tooling for the design, installation, maintenance, and repair of complex water, gas, and sewage systems, including specialized work on acid waste systems, reverse osmosis systems, and pressed piping systems. Proposers must submit hourly rates for five distinct labor categories: journeyman plumbers with medical gas endorsement, journeyman plumbers, skilled apprentices, pipe fitters, and welders, along with an after-hours work factor and a markup rate for non-proprietary materials and equipment. Contractors must demonstrate a minimum of five years of commercial plumbing experience, preferably in higher education and healthcare settings, and provide evidence of appropriate licenses, certifications, and insurance. The evaluation criteria weight cost at 50 percent, proposer experience in higher education or healthcare environments at 20 percent, ability to perform plumbing services at 10 percent, staff qualifications at 10 percent, and exceptions to terms and conditions at 10 percent. The question deadline is 5:00 p.m. on Friday, February 13, 2026, with proposals and HUB Subcontracting Plans due by 3:00 p.m. on Thursday, February 26, 2026. The anticipated contract term is two years beginning April 1, 2026, and ending March 31, 2028, with the University retaining renewal options for up to two additional one-year terms.
As a state institution, UT Health San Antonio requires compliance with the Historically Underutilized Businesses (HUB) program, and all proposers must submit a completed HUB Subcontracting Plan identifying subcontracting opportunities and documenting good faith efforts to engage HUB and non-HUB subcontractors. Contractors selected for award must submit monthly Progress Assessment Reports throughout the contract period documenting all payments to both HUB and non-HUB subcontractors. Proposers must also comply with numerous state and federal requirements, including prohibitions on boycotts of Israel and energy companies, non-engagement with Iran and Sudan, and restrictions related to foreign adversaries under Executive Order GA-48. Additionally, contractors must comply with HIPAA, the HITECH Act, Texas Medical Records Privacy Act, and FERPA regulations, as the work may involve Protected Health Information and education records; the Business Associate Agreement and FERPA Confidentiality and Security Addendum templates are provided as required contractual documents. Payment terms follow the Texas Prompt Payment Act at net 30 days via electronic funds transfer, and the University is exempt from sales and use taxes. While no specific budget range is disclosed in the solicitation documents, the contract has potential for significant volume given that the RFP is available to other University of Texas System institutions through group purchasing authority.
