About this opportunity

The University of Texas M.D. Anderson Cancer Center is soliciting proposals for non-exclusive plumbing contractor services on an indefinite delivery, indefinite quantity (IDIQ) basis, with proposals due October 13, 2026. Work encompasses domestic water line, sanitary and storm sewer line, backflow preventer, natural gas line, and medical gas line installation, repair, and testing across all MD Anderson locations within the Texas Medical Center and greater Houston area.

The contractor must employ only licensed plumbers and hold medical gas certification for work on medical gas systems. Emergency response is required within two hours during operational hours (7 a.m.–5 p.m., Monday–Friday) and non-operational hours (5 p.m.–7 a.m., weekdays, weekends, and holidays); routine calls require response within three to four hours depending on time of day, with completion within twenty-four hours. All work is performed on time and materials basis, with the contractor providing all labor, equipment, parts, and materials. The hourly rate is all-inclusive and covers direct labor, overhead, taxes, insurance, profit, and standard equipment; only productive hours at the job site are chargeable. Prior to non-emergency work commencement, the contractor must submit detailed cost estimates using MD Anderson's Cost Worksheet, including work descriptions, labor hours and types, material costs, total costs, and completion timelines.

The contractor must maintain work-area cleanliness, complete mandatory annual MD Anderson training and badging requirements before work begins, and undergo annual badging renewal. MD Anderson reserves the right to require removal of any employee deemed incompetent, careless, or unprofessional. Purchase orders will be issued on an as-needed basis.
