About this opportunity
The Red Clay Consolidated School District in Delaware is issuing a Request for Proposals (RFP) for plumbing materials and equipment to support maintenance and repair operations across multiple District facilities. This is an as-needed supply contract for a comprehensive range of plumbing components including valves, fittings, pipe, fixtures, trim, repair parts, consumables, and specialty plumbing components. The specific items required include lavatory and classroom faucets, manual and electronic water closet and urinal flush valves, water heaters, soft P-trap covers, copper tubing, PVC drainage pipe, various valves and fittings, wall-mounted drinking fountains with bottle filling stations, gas ball valves, washing machine supply boxes, and circulator pumps from manufacturers such as American Standard, Delta, Kohler, Moen, Sloan, Viega, Watts, and Zurn. The initial contract term is one year beginning March 1, 2026, or upon board approval, with the option to extend for up to three additional one-year periods through mutual written agreement, subject to satisfactory performance and fund availability. Vendors must submit proposals electronically to bids@dataservice.org by February 10, 2026 at 2:00 PM, with RFP opening occurring at that same date and time. Pricing must be submitted using either a fixed percentage discount off manufacturer or published catalog list prices or a single fixed multiplier, with all pricing firm for the contract year. Proposal evaluation will be based on cost and discount structure (50% weight), experience with Delaware government and K-12 facilities (25% weight), and capacity to deliver and support District needs (25% weight). All deliveries must be made with reasonable promptness at no additional surcharges for fuel, handling, or processing during the contract term.
The RFP does not indicate specific set-aside designations for disadvantaged enterprises or restrictions on organization types eligible to respond. No incumbent vendors or current contractors are identified in the solicitation documents. All contractors must secure general liability and professional liability insurance in the minimum amount of $1,000,000 and provide a Certificate of Insurance to the District prior to beginning work. A 10% bid deposit and 100% performance bond are waived for this procurement. The District intends to award to a single supplier for administrative ease but reserves the right to award to multiple vendors, split awards by product category, or reject all proposals if deemed in its best interest. The District also reserves the right to exclude items the vendor cannot supply at competitive prices or to purchase on the open market when delivery time, service, or availability is critical. The contract may be terminated by the District at any time with thirty days' written notice and no early termination charges. No specific budget range or award value is listed in the available solicitation documents.
