About this opportunity

Black Hills State University (BHSU) is seeking proposals for a plumbing and light commercial heating systems service contract through RFP #23RFP9050, with proposals due by December 12, 2023, at 3:00 PM Mountain Time. The procurement aims to establish an hourly labor rate contract for performing plumbing work across BHSU's Spearfish and Rapid City campuses, encompassing minor maintenance, troubleshooting, construction renovation projects, and miscellaneous plumbing services. Key deliverables include responsive on-site service with an anticipated average of 1-2 service calls per week and approximately one after-hours call per month. Contractors must possess a valid plumbing license and provide a liability insurance certificate to be considered. The evaluation criteria will prioritize specialized expertise, past performance, references, availability, and local project familiarity, with pricing accounting for 10% of the total evaluation. The initial contract term is one year, with potential annual extensions for up to four additional years. Interested vendors are encouraged to email inquiries to Barbara.Mustard@sdsmt.edu with the subject line "RFP #23RFP9050" for clarification, with all questions and responses to be posted on the state's e-procurement system.

The RFP documents do not specify explicit set-aside designations or restrictions for specific enterprise types. No incumbent vendors are identified in the provided materials, and there are no detailed references to existing infrastructure requiring specific technological integration. While a precise award value is not specified, the hourly labor rate structure suggests flexibility in contract value based on service demand. The procurement covers plumbing services for multiple campus locations, indicating a potentially substantial annual service commitment. The RFP allows for potential contract negotiations with the highest-ranked offeror to finalize scope and terms, which provides additional flexibility in the final contract structure. The geographic scope includes Black Hills State University's campuses in Spearfish and Rapid City, located within South Dakota's Kingsbury County jurisdiction. Contractors should be prepared to provide comprehensive plumbing services across these locations, demonstrating adaptability and responsiveness to the university's varied maintenance needs.
