About this opportunity
The School Board of Clay County, Florida is requesting bids for plumbing contractor services county-wide under ITB 26-F-253, with bids due June 8, 2026 at 2:00 p.m. The District intends to award this all-or-none bid to the three lowest responsive, qualified, licensed plumbing contractors.
Contractor pre-qualification approval by the School Board is mandatory, with pre-qualification packets due 4–6 weeks before monthly School Board meetings held on the first Thursday of each month. This upstream qualification requirement filters the bidder pool before price evaluation.
The scope covers emergency and scheduled repairs, sewer and drain installation or relocation, water supply line installation or replacement, leak and clogged drain repairs, irrigation system repairs, water fountain repairs, and toilet, sink, faucet, and water heater repairs. All materials, labor, supervision, transportation, inspections, licenses, equipment, and incidentals are included. Contractors must maintain 24/7 emergency service contact capability with a two-hour response time for emergency repairs.
Pricing is structured as firm fixed hourly rates for four labor categories — Master Plumber/Supervisor, Journeyman/Tradesman Licensed Plumber, Plumber Helper/Apprentice, and General Laborer — with separate rates for standard hours (8:00 a.m. to 4:00 p.m., Monday–Friday) and non-standard hours (4:01 p.m. to 7:59 a.m., Monday–Friday, plus weekends and holidays). Bidders must also provide a percentage markup over cost for additional materials or parts and agree to submit sealed quotes on projects exceeding $50,000. All pricing remains firm during the initial contract period, with price adjustments at renewal considered only if accompanied by documented justification and submitted at least ninety days before renewal.
The contract term runs three years from June 26, 2026 through June 25, 2029, with the District retaining the right to renew for up to three additional one-year periods upon mutual written agreement. Bids must be submitted in sealed envelopes to the School Board Purchasing Department, 800 Center Street, Green Cove Springs, Florida 32043. Contractors must maintain comprehensive general liability insurance, workers' compensation insurance, and automobile insurance, with the District listed as certificate holder and additional insured. Compliance with EDGAR, Davis-Bacon Act provisions, E-Verify requirements, Jessica Lunsford Act fingerprinting, and Florida Department of Education standards is required.
