About this opportunity

The Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for a plotter/printer unit and trade-in of an existing 2004 OCE TDS400 plotter, with quotations due October 16, 2019 by 4:00 p.m. Eastern Standard Time.

The primary equipment must be a Canon ImagePROGRAF TM 305 MFP or approved equivalent meeting detailed technical specifications: 15.6-inch color LCD touch screen, copy/print/scan functionality, document scanning up to 2.0 inches thick with batch operations, multiple output options (scan to copy, USB, multipage PDF), real-time preview and editing, pigmented ink system, compact footprint, direct USB drive printing, 500 GB hard disk with 2 GB printer memory, and Wi-Fi connectivity. The bid package includes delivery and installation, the Poster Artist Light Program, and a professional media kit with four rolls of coated bond paper (two weights and sizes), universal photo gloss, and peel-and-stick poster media. Bidders must indicate compliance with specifications by marking "X" for conformance, "N/A" for unavailable items, or "AE" for approved equal processes; any deviations require detailed written justification with vendor specification proposals for alternative equipment.

The existing OCE TDS400 plotter, which failed due to overheating and hard disk failure, is being traded in. Quotations will be evaluated on best value considering specification conformity, delivery dates, and the state's best interest, with award made on lowest price among conforming bids. Quotations must remain firm for 180 days from bid opening. Delivery is Free on Board Destination with shipping charges included in the bid price. Payment terms are net 30. Bidders must submit responses through the State of Maine's Advantage Vendor Self Service (VSS) electronic procurement system, including bid cover page, debarment form, detailed specifications, itemized quote, product data sheets, and warranty information. All questions must be submitted through the VSS Question and Answer link; responses obtained through other channels are invalid.
