About this opportunity
North Clackamas Parks and Recreation District (NCPRD), a services district of Clackamas County, Oregon, is requesting proposals for planning and design services for neighborhood park improvements at 13871 SE 122nd Ave, Clackamas, with proposals due June 29, 2026 at 2:00 PM Pacific Time. NCPRD encourages proposals from Minority, Women, Veteran, and Emerging Small Businesses but does not impose a set-aside or participation goal.
The scope encompasses comprehensive multi-disciplinary planning and design for a 2.92-acre park project (the Justice Property) with an anticipated construction value of $3 million. Deliverables include project management, existing conditions surveys, site analysis, community engagement, schematic design development, land use review and approvals, permitting, construction documents, bidding support, and construction administration organized into four phases spanning an estimated 24–29 months: Phase 1 (four to six months) for existing conditions and schematic design; Phase 2 (six to seven months) for design development and land use approvals; Phase 3 (seven to eight months) for permitting and final construction documents; and Phase 4 (six months) for construction administration.
Qualified teams must demonstrate a minimum of five years of experience in project management, landscape architecture or urban design, required engineering disciplines, land use and permitting, and community engagement with an equity and inclusion lens. Key personnel resumes, organizational diagrams, descriptions of three to five similar projects completed within the past five years, and three client references from projects completed within the past three years are required. Insurance requirements include Commercial General Liability and Professional Liability at $1 million per occurrence / $2 million annual aggregate and Automobile Liability at $1 million per occurrence.
Proposers must submit fees on a time-and-material basis with a not-to-exceed amount for each project phase, with final pricing negotiated only after selection. The contract term extends from the effective date through June 30, 2029, with potential renewal as necessary. NCPRD anticipates phased agreements with potential incremental authorization and may return the project to solicitation for subsequent phases. The evaluation committee assesses proposals using three criteria: Approach/Project Work Plan (0–50 points), Staffing/Project Manager Designation (0–30 points), and Experience (0–10 points). The deadline for clarifying questions is June 11, 2026; the protest of specifications deadline is May 27, 2026. Submissions are required electronically through Bid Locker.
