About this opportunity

The City of Detroit Office of Contracting and Procurement is requesting quotes for removal and replacement of fill material at 20 residential properties under RFQ Planned Residential Backfill Group 9.14.2026 B, with quotes due October 1, 2026. Performance and payment bonds equal to 100% of the contract amount are required within five business days of notice of award.

Respondents must be pre-qualified by the City of Detroit Office of Contracting and Procurement under the Detroit Demolition Program's Request for Qualifications #1 for Planned Residential or Emergency Residential demolition work. Quotes must be submitted exclusively through the City of Detroit Oracle Supplier Portal. Site visits are strongly encouraged; vendors are responsible for verifying property information and understanding site conditions prior to bid submission.

The scope encompasses excavation and load-out of fill material, non-hazardous disposal, backfill and grading, site finalization, and sidewalk flag replacement across 20 properties located in Detroit zip codes 48204, 48209, 48213, 48219, 48223, 48227, and 48238, with parcel square footage ranging from approximately 3,441 to 8,437 square feet. All backfill material must come from Category 2 sources approved on the City of Detroit Backfill platform. Unit rates must be submitted in Excel format for mobilization fees, per-ton disposal rates for non-hazardous fill and debris, per-ton rates for below-12-inch and topfill backfill, per-flag sidewalk replacement rates, and site finalization fees. Quoted rates must include all personnel, materials, transportation, administrative costs, overhead, and profit. The contractor must complete all work within 120 calendar days of receiving a Notice to Proceed.

Evaluation is based on the lowest responsive and responsible bid price with consideration of local preferences and equalization factors. Quotes remain binding for 365 calendar days after the quote deadline. The City reserves the right to assign work in whole or in part to different vendors or to assign various aspects of scope to multiple contractors. Contractors subject to disciplinary action under the CDD Abatement and Demolition Contractor Discipline Policy dated May 12, 2025, as of the RFQ due date, or those having assigned sites where fill removal has not commenced within stipulated timeframes are subject to disqualification.
