About this opportunity

The City of Detroit is requesting quotes for demolition of a residential structure at 14593 Burgess Street (Group 9.3.26, demolition only) with quotes due September 8, 2026. Respondents must be pre-qualified suppliers under the Office of Contracting & Procurement's Detroit Demolition Program RFQQ #1 for planned residential demolition work; vendors not meeting this requirement are ineligible.

The scope encompasses asbestos abatement (confirmed by hazardous materials survey dated August 14, 2026), demolition and debris removal, backfill sourced from City-approved Category 2 materials, grading, sidewalk replacement where necessary, and final site seeding. The single-story, 851-square-foot structure built in 1963 contains multiple asbestos-containing materials including ceiling/wall drywall composite (5,860 SF), transite siding (1,250 SF), asphalt sealant (30 LF), and exterior caulk (410 LF) with documented chrysotile concentrations up to 8%. Contractors must comply with class I asbestos demolition protocols, continuous dust control with wind-speed restrictions (maximum 20 mph), and all applicable OSHA and EPA regulations. Demolition and debris removal must be completed within seven calendar days of Notice to Proceed; backfilling and grading within fourteen calendar days of open-hole approval; and final pre-invoice submission within fourteen calendar days of grade approval. Work is restricted to Monday through Friday, 7:30 a.m. to 5:30 p.m. All work must be completed within 120 calendar days of Notice to Proceed.

Quotes are submitted via the City of Detroit Oracle Supplier Portal using Excel-format Price Sheets with line-item costs for demolition, backfill/grading, and site finalization work. The City evaluates bids on lowest price with consideration of local preferences and equalization credits. Quotes remain binding for 365 calendar days. Performance and payment bonds equal to 100 percent of contract value and certificates of insurance naming the City as additional insured are due within five business days of notice of award. Contractors are subject to the CDD Abatement and Demolition Contractor Discipline Policy (effective May 12, 2025), which establishes escalating penalties for violations ranging from Group I administrative infractions to Group IV offenses (fraud, criminal activity, wrong-structure demolition) with suspension periods up to 365 days and contract termination authority. Site visits are strongly encouraged.
