About this file
This is a Hazardous/Regulated Materials Survey & Inspection Report prepared by Environmental Testing & Consulting, Inc. for the City of Detroit Demolition Department regarding a residential property at 14593 Burgess Street, Detroit, Michigan (Parcel #22112398). The inspection was conducted on July 31, 2026, with the report issued on August 14, 2026, in support of a planned residential demolition project (Group 9.3.26). The single-story, 851 square-foot house was built in 1963 with a cinderblock foundation. The survey identified multiple asbestos-containing materials (ACM) throughout the property, including ceiling/wall drywall composite (5,860 SF), transite siding (1,250 SF), asphalt sealant (30 LF), and exterior caulk (410 LF). The engineering survey documented structural damage including water damage affecting multiple functional spaces and holes in the roof, with several areas marked as partially or completely inaccessible. Sample collection occurred on July 31, 2026, with comprehensive laboratory analysis completed by August 5, 2026. The report includes detailed polarized light microscopy (PLM) and point count analysis results for 78 bulk samples across 26 material categories, identifying specific asbestos concentrations and locations throughout interior and exterior areas.
The laboratory analysis results confirmed the presence of asbestos-containing materials at various concentrations. Multiple samples tested positive for chrysotile asbestos, including transite siding at 5% chrysotile, exterior caulk/sealant materials ranging from trace amounts to 8% chrysotile, and certain adhesive and powdery materials. Several samples received "Positive Stop" designations, indicating confirmed asbestos presence that halted further analysis per EPA protocols. Materials with less than 1% asbestos content were classified as trace asbestos. No other hazardous materials or tires were observed at the property. The contractor is responsible for verifying all quantities of identified asbestos during the bid process. The report was prepared by licensed Michigan Asbestos Inspectors Andre Richardson (License #A45125) and reviewed by Mark Smith (License #A55707), with support from Environmental Testing Laboratories, Inc., located in Romulus, Michigan. The detailed material list and sample documentation provide contractors with comprehensive information necessary for developing safe demolition procedures and waste disposal protocols compliant with OSHA and EPA regulations.

ETL, Inc. maintains liability limited to cost of analysis. This report relates only to the samples reported and may not be reproduced without written approval by ETL, Inc. Test Method EPA 600/R-93-116 & EPA 600/M4-82/020 or NYSDOH-ELAP item 198.1 and/or 198.6 was used to analyze all samples. Matrix interference and/or resolution limits (i.e. detecting asbestos in non-friable organically bound materials) may yield false results in certain circumstances. Quantitative transmission electron microscopy (TEM) is currently the only method that can pronounce materials as non-asbestos containing. Interpretation and use of test results are the responsibility of the client. ETL, Inc. is not responsible for the accuracy of the results when requested to physically separate and analyze layered samples. Any
PLM results below 10% should be re-analyzed using the EPA recommended Point Count method. Any material that has greater than 1% asbestos content is considered to be an Asbestos Containing Material (ACM). These materials are regulated by both OSHA and the EPA and must be treated accordingly. Results are related to only to samples that were tested. An estimate of uncertainty can be provided at the client's request.
