About this opportunity
The North Attleborough Electric Department (NAED) is issuing a Request for Quote (RFQ) pursuant to Massachusetts General Laws Chapter 30 and 39M for the installation of a fiber network extension project in North Attleborough, Massachusetts. The scope of work includes installing approximately 1,610 feet of fiber optic cable to connect a new SCADA-capable recloser on Pole 4 Plain Street to the municipal SCADA system. Specifically, the project requires installation of 48-fiber ADSS (All Dielectric Self-Supporting) cable spanning approximately 1,472 feet from Pole 116 Kelley Boulevard to Pole 3 Plain Street, complete with slack loops and splice closures at designated locations, plus a 6-fiber ADSS drop extending approximately 138 feet from Pole 3 to Pole 4 Plain Street. The contractor must complete all installation work within 30 days of contract issuance. Quotes must be submitted via email to Thomas Kane, Systems Engineer, by 10:00 AM EST on Monday, March 23, 2026, with site visit coordination available at 508-643-6314 or tkane@naelectric.com. Respondents must submit a detailed cost quote, completed W-9 form, and a Certificate of Insurance documenting General Liability, Auto Liability, Workers Compensation, and Excess or Umbrella coverage ranging from $1,000,000 to $5,000,000. All construction work is subject to prevailing wage requirements established by the Massachusetts Department of Labor Standards, and contractors are responsible for determining and complying with applicable wage rates across multiple construction classifications.
The RFQ does not specify set-aside designations or restrictions limiting participation to particular business types or disadvantaged enterprises. NAED will supply all fiber materials to the contractor, who is responsible for providing all other materials including splice cases and mounting equipment. The successful contractor must submit project payroll records, statements of compliance, and payroll certifications prior to invoice approval. Payment terms are NET 30 following invoice submission after work acceptance, and if the quote exceeds $25,000, a 50 percent payment bond is required. No specific award value or budget range is disclosed in the procurement documents, leaving cost expectations to be determined through the competitive quotation process.
