About this opportunity
The Colorado Department of Natural Resources, Division of Reclamation, Mining and Safety is requesting documented quotations for the PKAA Walsen Project, a coal mine subsidence remediation initiative in Walsenburg, Huerfano County, Colorado, with bids due June 24, 2026 at 4:00 PM Mountain Time. Attendance at a mandatory pre-bid meeting and site inspection on June 9, 2026 at 10:00 AM MST is required for bid eligibility. Service-Disabled Veteran-Owned Small Businesses may receive a 5% price preference if properly certified.
The scope encompasses safeguarding eleven mining-related subsidence features through backfill (nine features with imported material, exceptions using onsite material), grading (one feature), and monolithic plug closure (one feature). Work includes installing 1,050 linear feet of biodegradable excelsior wattles for sediment and erosion control and revegetating approximately 0.6 acres with native seed mix and fertilizer. Construction is scheduled between July 27 and September 24, 2026, with a 60-calendar-day completion timeline including ten days of mobilization.
The project is funded entirely by federal funds from the Department of the Interior/Office of Surface Mining Reclamation and Enforcement under Assistance Listing 15.252, triggering compliance with Davis-Bacon prevailing wage requirements for Huerfano County and the Build America, Buy America Act (approved Department of Interior waivers available). The Buy Clean Colorado Act applies to eligible materials. Contractors must submit a completed Bid Schedule, List of Equipment Offered form, and any applicable SDVOSB certification through Colorado Vendor Self Service.
Performance and Labor and Material Bonds at 100% of contract value are required, with 5% retainage withheld until project completion. Liquidated damages are $400 per day for schedule delays. Contractors must obtain comprehensive insurance including workers' compensation, commercial general liability ($1,000,000), automobile liability ($1,000,000), pollution liability ($1,000,000), and aircraft liability ($5,000,000) if drones are used. All safety and environmental planning, equipment mobilization, and labor and materials are included in the bid price. Written inquiries are due June 15, 2026 at 4:00 PM MST.
